System of education in circle

The smallest but the most important education cell is a little group of Plast members - circle. This circle is a little example of a state, with a full responsibility for each of its members and where everyone has his own useful, exact function.

Being members of a circle, girls or boys choose a leader among them, they make their decisions together, and they share their troubles and success. And that is the way how they develop one of the most important skills for every member of a society - an ability to coo work with other people in their society, to find themselves in this society and to help others to find themselves too.

A circle in Rover Scouts is the most important part in whole Plast organization. In a circle main part of self education is being made, meaning the main activity to help them to develop in a useful way. During their meetings youth gets to know more about the organization of Plast and develops physically, intellectually, socially and spiritually. There are different people in a circle that help each other to develop in their work and mind.

Why a circle?

  • It is useful and pleasant for girls and boys to be members of a circle;
  • It is easy to socialize and work in a circle;
  • Each member has his own active and responsible role, members of a circle learn their rights and responsibilities;
  • A circle - is a little cell of a society;
  • In a circle kids work together and they feel the power of working together;
  • Every person can help some other person.

Circle flag

Name and symbols of a circle
Plast circle selects its own name and symbol. Usually it’s a name of an animal, a bird or a plant. A circle can have its own color, flag and totem. Flag is being carried and looked after by the leader of a circle. Totem is being carried by leaders’ first assistant or by any selected circle member.

Traditions of a circle
A circle can create and bring into life its own traditions. For example a circle can have its own song or special ending of its meetings; it can be a special way of opening and closing its meetings or it can be a tradition of having its personal circle camp apart from other bigger camps.

Chores and rights of circle members
Every member of a circle in Rover Scouts

  • takes an active part in all Plast activities of his circle and when he can’t do this he must explain why is it so;
  • takes an active part in creating circle plans, organizing and analyzing work of a whole circle: shows his initiative, says what he can do to take a part in completing their plans;
  • Coo works with other circle members;
  • Has a right of being one of the leaders of a circle;
  • Has a chance of doing a responsible and useful work.

Secretaries in a circle
Members of a circle choose their leaders among themselves - secretaries of their circle; each of those secretaries has to fulfill his responsibilities.

A Circle Leader (“hurtkovyy”)

  • Stands at the head of his circle and represents it;
  • Always communicates with his circle members;
  • Ensures that everyone in a circle takes part in a circle work, gets his degrees and shows his potential as much as possible;
  • Makes sure that his circle has a work plan that includes Plast program;
  • Makes sure that circle secretaries work and complete their responsibilities;
  • Is a member of a circle leaders council of a hut;
  • Fills out the book of his circle.

Circle leader’s assistant / a circle lawyer (“Hurtkovyy suddya”)

  • Takes over circle leaders responsibilities if needed;
  • Writes a list of attendance of circle members;
  • Makes suggestions on giving honors or warnings to the circle members;
  • Puts down notes on circle meetings;
  • Writes answers to the letters together with a circle leader.

Chronicles keeper (“Chronikhar”)

Treasurer (“Scarbnyk”)

  • Collects membership dues or any payments that a circle has to receive;
  • Saves bills;
  • Saves money in a safe place.

A host

  • Prepares a list of things that a circle needs;
  • Buys supplies for his circle and keeps it in order.

Special secretaries (if needed)

Work in a circle is first of all organized on circle meetings. With the help of those meetings circle members are getting used to an ideal Plast member and a citizen. Meetings are once a week and last for 1.5 or two hours. Program of circle meetings is really saturated, it is being prepared by mentor at first and then by youth.

In general meetings consist of following elements:

  • Opening
  • Conversation (“Hutirka”)
    The hardest part of a meeting. Word “Hutirka” comes from a word “hutoryty” and stands for an interesting and a short talk. “Hutirka” - is a talk in a circle on a certain theme where a leader of a lecture is not a lector - but leads the talk in a certain way, close to the main theme. All of the people taking part in a lecture have to take an active role in it by expressing their opinions, thoughts and questions. The main goal of a lecture is to develop a personal point of view among youth on different interesting themes, problems and to develop and strengthen their worldview based on ideal bases of Plast.
  • Games
  • Singing
  • Administrative and organizational questions
  • Instructing
    Plast program includes gaining knowledge and skills in different things. Therefore with the help of instructions main part of knowledge is being passed to youth, practice use of this knowledge and skills is being used while being out in the nature.
